OPQBot 群管理机器人 目前处于测试状态，软件不一定稳定
需要在GitHub仓库中设置好 webhook的地址 例如 http://*****/github/webhook/opq-osc/OPQBot-GroupManager 后面opq-osc/OPQBot-GroupManager是仓库地址，而secret是需要私聊QQ机器人输入的东西
config.yaml.example内需要更改的配置项填写好并重命名为config.yaml, 启动程序即可
